World Ozone Day - 16th September

#September16 is observed as #WorldOzoneDay. 

The International Day for the Preservation of the Ozone Layer was proclaimed as 16 September in 1994 by the UN General Assembly. The day was selected to commemorate the signing of the Montreal Protocol on substances that deplete the ozone layer.

1. Ozone was first discovered and isolated by the German-Swiss chemist Christian Friedrich Schönbein in 1839.

2. Ozone is a pale blue gas with a distinctive pungent smell. 

3. Schönbein named it ozone from the Greek verb ozein, meaning to smell. 

4. One molecule of ozone consists of three oxygen atoms. A molecule of oxygen has only two atoms.

2016 National Sports Awards Announced.

National Sports Awards are given every year to recognize and reward excellence in sports.  Rajiv Gandhi Khel Ratna Award is given for the spectacular and most outstanding performance in the field of sports by a sportsperson over a period of four years; Arjuna Award is given for consistently outstanding performance for four years; Dronacharya Award for coaches for producing medal winners at prestigious International sports events, Dhyan Chand Award for life time contribution to sports development.
Overall top performing university in inter-university tournaments is given Maulana Abul Kalam Azad (MAKA) Trophy.

This year’s Rajiv Gandhi Khel Ratna award will be conferred on Shuttler P V Sindhu, Gymnast Dipa Karmakar, Shooter Jitu Rai and Wrestler Sakshi Malik for their performance in Rio Olympics.
Khel Ratna is the highest sporting honour in India. PV Sindhu, Sakshi Malik won medals in Rio 2016 while Dipa Karmakar and Jitu Rai did well in the Olympics

Urjit Patel appointed as New RBI Governor

Urjit Patel, Reserve Bank of India (RBI) deputy governor, will take over as the central bank’s new head, ending two months’ speculation about Raghuram Rajan’s successor.

Patel will assume office as the 24th RBI governor for three years on September 5, a day after Rajan’s term ends.

Patel, born on October 28, 1963, received his doctorate in economics from Yale University in 1990) and M Phil from Oxford (1986). He has worked with the International Monetary Fund (IMF) between 1990 and 1995 covering the US, India, Bahamas and Myanmar desks.

He will be the eighth Deputy Governor to be made Governor at RBI.

Remembering Hiroshima and Nagasaki

1945 August 6: US drops atomic bomb on #Hiroshima.

The first atomic bomb has been dropped by a #UnitedStates aircraft on the #Japanese city of #Hiroshima on 1945 August 06.
The bomb was dropped from an American #B29 Superfortress, known as #EnolaGay, at 08:15 local time.
The Hiroshima bomb, known as #LittleBoy - a reference to former President #Roosevelt, contained the equivalent of between 12 and 15,000 tons of TNT and devastated an area of five square miles (13 square kilometres). More than 60% of the buildings in the city were destroyed.
President #Harry_S_Truman, announcing the news from the cruiser, USS Augusta, in the mid-Atlantic, said the device was more than 2,000 times more powerful than the largest bomb used to date.

1945 August 9: Atom bomb hits #Nagasaki!

#Nagasaki was one of Japan's most important ports providing vital access to and from #Shanghai.
American forces have dropped an atomic bomb at #Nagasaki on 1945 August 9- the second such attack on #Japan in three days.
The bomb was dropped by parachute from an American #B29 Bomber at 11:02 local time.
The bomb, nick-named #FatMan in a reference to #WinstonChurchill, measured just under 3.5m (11ft 4in) in length, had the power of 22 kilotons of TNT and weighed 4,050kg (9,000lbs).
About 30% of Nagasaki, including almost all the industrial district was destroyed by the bomb and nearly 74,000 were killed and a similar number injured.

The attacks on #Hiroshima and #Nagasaki were the #FirstTime #AtomicBombs had been used in #warfare.

PSC കാര്യക്ഷമമായി പ്രവർത്തിക്കാൻ ആവശ്യമായ ഫണ്ടും, ഉദ്യോഗസ്ഥരും അത്യാവശ്യമാണ്. ഉദ്യോഗസ്ഥരുടെ പരിമിതമായ എണ്ണം ഉപയോഗിച്ചാണ് നമ്മുടെ PSC, University Assistant, Computer Assistant സാധ്യതാലിസ്റ്റ് ചുരുങ്ങിയ കാലയളവിനുള്ളിൽ പ്രസിദ്ധീകരിച്ചത്. മതിയായ ഉദ്യോഗസ്ഥരുടെ അഭാവമുണ്ടോയെന്നത് പരിശോധിക്കപ്പെടേണ്ടതാണ്. അതോടൊപ്പം പ്രധാനമാണ് Chairman ഉൾപ്പെടെയുള്ള അംഗങ്ങൾ അടിയന്തിരപ്രാധാന്യമുള്ള യോഗങ്ങളിൽ കൃത്യമായി ഹാജരാകണമെന്നുള്ളതും. അത്തരം കാര്യങ്ങളിൽ ഇടപെടേണ്ടത് നമ്മളല്ല; നമ്മുടെ സർക്കാരും നിയമവുമാണ്. അത് ആ വഴിക്ക് പോകട്ടെ...

നമ്മുടെ കാര്യത്തിലേക്ക് വരാം.

എല്ലാവരും ഉത്സാഹത്തോടെയും ഏറെ പ്രതീക്ഷയോടെയും കാത്തിരുന്ന LDC വിജ്ഞാപനം ജൂലൈയിലെ PSC യോഗം അംഗീകരിച്ചില്ല. ഫണ്ടിന്‍റെ അപര്യാപ്തത, നിലവിലെ RANKLIST-ൽ നിന്നും നടന്ന നിയമനങ്ങളുടെ കുറവ് തുടങ്ങിയവയാണ് വിജ്ഞാപനം ഉടനെ വേണ്ടെന്ന് തീരുമാനിക്കാൻ കാരണമെന്ന് പറയപ്പെടുന്നു.

തൊഴിൽവാർത്ത, തൊഴിൽവീഥി തുടങ്ങിയ മുഖ്യധാരാ തൊഴിൽ പ്രസിദ്ധീകരണങ്ങളും, സംസ്ഥാനമുടനീളമുള്ള പരീക്ഷാപരീശീലനകേന്ദ്രങ്ങളും മുൻപൊരിക്കലും കാണാത്ത തരത്തിലുള്ള വിപുലമായ പരസ്യങ്ങളും മാർക്കറ്റിങ്ങുമായിരുന്നു LDC-യ്ക്ക് വേണ്ടി നടത്തിയത്. പരീക്ഷാപരീശീലനം ഏറ്റവും ഉത്തമമായ കാര്യമാണ്; കച്ചവടതാൽപര്യം പരിധിയിൽകവിയരുതെന്ന് മാത്രം!.

ഇവിടെ ചില കാര്യങ്ങൾ ഇതുമായി ബന്ധപ്പെടുത്തി പറയാനുണ്ട്.

ജൂണിൽ തയ്യാറാക്കിയ വിജ്ഞാപനവും പരീക്ഷാതീയതികളും വളരെ നേരത്തേതന്നെ തൊഴിൽപ്രസിദ്ധീകരണങ്ങൾ, Social Media, Coaching Centres തുടങ്ങി വിവിധ ഉറവിടങ്ങളിൽനിന്നും ഉദ്യോഗാർത്ഥികൾ അറിഞ്ഞിരുന്നു!!

PSC ഔദ്യോഗികമായി വിജ്ഞാപനം പ്രസിദ്ധീകരിക്കും മുൻപ് ഇത്തരം വിവരങ്ങൾ വിജ്ഞാപനം തയ്യാറാക്കിയ ഉടനെ പുറത്തറിയുന്നത് PSC-യ്ക്ക് ആശാസ്യകരമാണോയെന്ന് പരിശോധിക്കേണ്ടിയിരിക്കുന്നു. ഒരുപക്ഷേ ചോദ്യപേപ്പർ പോലും തയ്യാറാക്കിയിട്ടുണ്ടാവാം. (ഭൂരിപക്ഷം അംഗങ്ങളും വിജ്ഞാപനം ഉടനെ വേണ്ടെന്ന് പറഞ്ഞത്രേ! അപ്പോൾ എന്തടിസ്ഥാനത്തിലാണ് ജൂണിൽ വിജ്ഞാപനം തയ്യാറാക്കിയത്??; ആർക്ക് വേണ്ടിയാണ്??)

പരീക്ഷ 6 മാസത്തേക്ക് നീട്ടി വയ്ക്കുവാനുണ്ടായ സാഹചര്യം എന്തു തന്നെയായാലും ഉദ്യോഗാർത്ഥികൾ ഈ തീരുമാനത്തെ Positive ആയി കാണുന്നതാണ് നല്ലത്.  പരീക്ഷാപരിശീലനം കൂടുതൽ ശക്തവും മത്സരംനിറഞ്ഞതുമായ ഇന്നത്തെ കാലത്ത്  പരീക്ഷയ്ക്ക് തയ്യാറെടുക്കുവാൻ കൂടുതൽ സമയം ലഭിക്കുന്നത് എന്തുകൊണ്ടും നല്ലത് തന്നെ.

അതോടൊപ്പം ഗൗരവമായ വിഷയമാണ് പ്രായപരിധി കഴിയാറായ ഉദ്യോഗാർത്ഥികളുടെ കാര്യവും. ഈവർഷം Last Chance ആയ ഉദ്യോഗാർത്ഥികളുടെ ആശങ്ക പരിഹരിക്കുവാൻ ഇക്കൊല്ലം തന്നെ വിജ്ഞാപനം പ്രസിദ്ധീകരിച്ച് അവർക്കുകൂടി അപേക്ഷിക്കാനുള്ള അവസരം നൽകണം.

LGS യോഗ്യത പരിഷ്കരിച്ച പോലെ LDC യോഗ്യതയും പരിഷ്കരിച്ച് കുറഞ്ഞ യോഗ്യത Plus Two ആക്കണം. കൂടാതെ ഉയർന്ന പ്രായപരിധിയും വർദ്ധിപ്പിക്കണം.

കഴിഞ്ഞ LDC 

കഴിഞ്ഞ LDC Notification 2013 ജൂലൈ 30-ന് ആയിരുന്നു. 2013 November 09 മുതൽ 2014 February 22 വരെ വിവിധ ജില്ലകളിലേയ്ക്കുള്ള പരീക്ഷകളും നടത്തി, 2015 March 31-ന് Rank List പ്രസിദ്ധീകരിക്കുകയുണ്ടായി.

2015-ൽ പുതിയ Rank List പ്രസിദ്ധീകരിച്ചെങ്കിലും പഴയ Rank List-ൽ നിന്നും നിയമനങ്ങൾ കുറവായിരുന്നു എന്ന വസ്തുത കണക്കിലെടുത്ത് 2015 June 30 വരെയുണ്ടാവുന്ന ഒഴിവുകൾ Supernumerary ആയി പരിഗണിച്ച് പഴയ Rank List-ൽ നിന്നും Advice ചെയ്യാൻ കഴിഞ്ഞ സർക്കാർ ഉത്തരവിട്ടിരുന്നു.

അതുകൊണ്ട് 2015-ലെ നിലവിലെ LDC Rank List-ൽ നിന്നുള്ള നിയമനങ്ങൾ വൈകിയാണ് ആരംഭിച്ചത്. ഒഴിവുകൾ Report ചെയ്യുന്നതിൽ വിവിധ വകുപ്പുകൾ കാണിച്ചുവരുന്ന കുറ്റകരമായ അനാസ്ഥയാണ് നിയമനങ്ങൾ വൈകുന്നതിനുള്ള ഏറ്റവും പ്രധാന കാരണം.

പുതിയ തൊഴിൽവാർത്തയിലെ വിവരങ്ങൾ അടിസ്ഥാനമാക്കിയാൽ, ഇതുവരെ 2687 പേർക്കാണ് LDC നിയമനം ലഭിച്ചത്. ഏറ്റവും കൂടുതൽ നിയമനങ്ങൾ നടന്നത് തിരുവനന്തപുരം ജില്ലയിലാണ്- 394. ഏറ്റവും കുറവ് നടന്നത് വയനാട് ജില്ലയിലും- 102.

നിയമനങ്ങൾ നടത്തുന്നതിലെ മെല്ലെപ്പോക്ക് കാരണവും ആദ്യ 3 മാസത്തെ ഒഴിവുകൾ നഷ്ടപ്പെട്ടതിന്‍റെ ആനുകൂല്യവും കണക്കിലെടുത്ത് 2018 March 31-ന് അവസാനിക്കുന്ന നിലവിലെ Rank List-ന് കാലാവധി നീട്ടി നൽകിയില്ലെങ്കിൽപോലും Supernumerary ആനുകൂല്യം ലഭിക്കേണ്ടതുണ്ട്.

കാലാവധി നീട്ടിനൽകലും Supernumerary ആനുകൂല്യങ്ങളും ഒരു കീഴ്വഴക്കമായി ഈ അടുത്ത കാലത്ത് മാറിയിട്ടുണ്ട്. കൃത്യമായി ഒഴിവുകൾ Report ചെയ്ത് യഥാസമയം നിയമനം നടത്താൻ ഉദ്യോഗസ്ഥരും Kerala PSC-യും തയ്യാറായാൽ ഇതൊക്കെ ഒഴിവാക്കാവുന്നതേയുള്ളൂ.

2016 December-ൽ Notification പ്രസിദ്ധീകരിച്ച് 2017-ൽ പരീക്ഷയും രേഖാപരിശോധനയും നടത്തി 2018 March-ൽ പുതിയ Rank List പ്രസിദ്ധീകരിക്കുവാൻ നമ്മുടെ Kerala PSC യ്ക്ക് നിഷ്പ്രയാസം കഴിയും. #UniversityAssistant #ComputerAssistant പരീക്ഷാവിജ്ഞാപനം അത് തെളിയിച്ചിട്ടുള്ളതാണ് (കഴിഞ്ഞ Bevco Asst, Municipal Secretary/BDO Result വന്നിട്ടില്ലെന്നത് ഒരു ഓർമ്മപ്പെടുത്തൽ കൂടിയാണ്!).

കൃത്യമായി ഒഴിവുകൾ #Report ചെയ്യേണ്ടത് ഏറ്റവും പ്രധാനപ്പെട്ട കാര്യമാണ്. പരീക്ഷയെഴുതി Rank List-ൽപ്പെടുന്ന ഉദ്യോഗാർത്ഥികൾ വീണ്ടും കഷ്ടപ്പെട്ട് ഒഴിവുകൾ #Report ചെയ്യിക്കേണ്ടി വരുന്ന കീഴ്വഴക്കം കുറച്ച് നാളുകളായി നാം കണ്ടുവരുന്നു. ഇക്കാര്യത്തിൽ നമ്മുടെ സർക്കാർ ഓഫീസുകളും ഉത്തരവാദിത്തപ്പെട്ട ഉദ്യോഗസ്ഥരും കാര്യക്ഷമമായി പ്രവർത്തിക്കേണ്ടതുണ്ട്.

#UniversityAssistant ഒഴിവുകൾ പോലും കൃത്യമായി സർവ്വകലാശാലാ അധികൃതർ Report ചെയ്യുന്നില്ല. #Report ചെയ്തവ പോലും Correct Format -ൽ അല്ലായെന്നും പറയുന്നു. താൽക്കാലികമായി ജോലി ചെയ്യുന്ന തൽപരകക്ഷികളെ സംരക്ഷിച്ചുകൊണ്ടുള്ള, ഉദ്യോഗസ്ഥരുടെ ഇത്തരം നിഷേധാത്മകനിലപാടുകൾ തിരുത്താൻ ഉത്തരവാദിത്തപ്പെട്ടവർ  അടിയന്തിരമായ നടപടികളെടുക്കണം.

#UniversityAssistant #ComputerAssistant എന്നീ തസ്തികകളിലെ ഒഴിവുകൾ #Report ചെയ്ത്, Temporary/Contract/Daily Wages ആൾക്കാർക്ക് പകരം PSC RankList-ൽനിന്നും നിയമനം നടത്താൻ വേണ്ട നടപടികൾ എത്രയും വേഗം ആരംഭിക്കണം.

ഏതെങ്കിലും രാഷ്ട്രീയപാർട്ടിയോ നേതാക്കളോ ഇടപെട്ടാൽ മാത്രമേ നമ്മുടെ സർക്കാരുദ്യോഗസ്ഥർ കാര്യക്ഷമമായി പ്രവർത്തിക്കൂ എന്ന കീഴ്വഴക്കം മാറേണ്ടതുണ്ട്.

നിലവിലുള്ള KSRTC Conductor Rank List-ൽ നിന്നും നിയമനം നടത്തുവാൻ നടപടികൾ ആരംഭിച്ചെന്ന വാർത്ത ശുഭസൂചകമായി കാണേണ്ടതാണ്. അതുപോലെതന്നെ നിലവിലുള്ള LGS, LDC, Secretariat Asst തുടങ്ങിയ തസ്തികകളിലെ ഒഴിവുകൾ യഥാസമയം #Report ചെയ്ത് കാലതാമസം കൂടാതെ നിയമനങ്ങൾ നടത്താൻ നമ്മുടെ സർക്കാരിന് Kerala PSC യിലൂടെ കഴിയണം.

LDC വിജ്ഞാപനം നീട്ടിവച്ചതിലൂടെ ഒരാളുടെ പോലും അവസരം നഷ്ടപ്പെടരുത്. കൂടുതൽ ചിട്ടയോടെ, കാര്യക്ഷമതയോടെ, മത്സരബുദ്ധിയോടെ വരുന്ന പരീക്ഷകൾക്ക് തയ്യാറെടുക്കാൻ നമുക്ക് ശ്രമിക്കാം.
